IMO 국제해사기구 [ International Maritime Organization ]
국제기구명칭 국제연합(UN)
국제해사기구(IMO, International Maritime Organization)는 국제무역에 종사하는 선박에 영향을 미치는 모든 종류의 기술적 문제와 관련되는 정부 규제 및 실행 분야에서 각국 정부가 서로 협력하는 것을 목적으로 설립되었다.
1948년 2월 19일 스위스 제네바에서 국제연합 해사위원회(UN Maritime Conference)가 열렸고 1948년 3월 6일 미국, 영국을 비롯한 12개국이 국제 해사기구협약(Convention on the International Maritime Organization)을 채택하였다.
이 조약은 1958년 3월 17일부터 발효되었고, 1959년 1월 6일 정부간해사자문기구(IMCO, Intergovernmental Maritime Consultative Organization)로 활동을 시작하였다. 1982년 5월 22일 현재의 이름으로 개칭했다.
해상의 안전과 항해의 능률을 위하여 해운에 영향을 미치는 각종 기술적 사항과 관련된 정부간 협력을 촉진하고, 선박에 의한 해상오염을 방지하고, 국제해운과 관련된 법적 문제를 해결하는 임무를 수행한다.
국제해사기구는 총회, 이사회, 위원회, 사무국으로 구성되며 본부 사무국은 영국 런던에 있다. 2012년 3월 19일 기준으로 170개국이 정회원국으로 가입했고, 54개 국제 정부기구와 75개 국제 비정부기구(NGO) 등과 협력하고 있다.
총회(Assembly)는 매 2년마다 홀수년도에 개최되며, 이사회(Council)는 40개 회원국으로 구성되며 임기는 2년이다. 1년에 2회 정기 사회를 개최한다. 5개의 위원회는 소위원회에서 상정한 안건을 검토하고 국제기준을 채택한다. 각 위원회 별로 1년에 1~2차례의 회의를 개최한다. 9개의 소위원회는 전문분야별로 세부 사항을 검토하며 소위원회 별로 1년에 1~2차례의 회의를 개최한다. 사무총장은 사무국의 업무 전체를 총괄한다.한국은 1962년 4월 정회원국으로 가입했다.
